With a Master’s degree in civil engineering and a deep commitment to public health and public safety, Barry worked tirelessly for more than 20 years to bring the Lehigh Southwest Cement Plant (Lehigh) into compliance for clean air and clean water. Lehigh agreed to permanently close its cement plant.

As the Mayor and a councilmember of City of Cupertino from 1999 to 2018, Barry worked diligently with Apple Inc. and approved the Apple Park Project. And, Apple agreed to pay a 30% increase in the sales tax rate to City of Cupertino.
It was a win-win solution for the City and for Apple.
